Adolescent girls in a safe-space mentoring session

Adolescent Girls Initiative – Kenya (AGI-K)

Scaling a proven, multisectoral model of safe spaces, community dialogue, and conditional cash transfers to reduce school dropout and early marriage among girls in Wajir County.

Overview

In Wajir County, many girls' futures are derailed before adolescence is complete. Deep-seated gender inequalities, poverty, and harmful social norms expose girls as young as 10 to early marriage, unintended pregnancy, violence, and school dropout. Population Council Kenya's previous research shows that once marriage or pregnancy occurs, opportunities for recovery are extremely limited — reducing schooling and human capital investment, and in turn job tenure, earnings, and economic empowerment.

In 2025, Population Council Kenya scaled up the Adolescent Girls Initiative – Kenya (AGI-K) in partnership with the Wajir County Government, applying a proven, multisectoral approach through Safe Spaces led by trained female mentors, community dialogues that challenge harmful norms, and conditional cash transfers that reduce financial barriers to schooling.

Keep girls on a positive life path through Safe Spaces led by trained female mentors. Challenge harmful social norms through structured community dialogue. Reduce financial barriers to schooling through conditional cash transfers.

Our approach

AGI-K combines Safe Spaces, community dialogue, and conditional cash transfers to address the risks of early marriage, pregnancy, and dropout simultaneously, rather than treating them as separate problems.
